Elizabeth Sanchez-Monville brings 17 years of water and utility experience, including seven years on the Riverside Board of Public Utilities and service as its Chair. She is running for the Western Water board to protect your bill, build local water supply, and lead from day one.
Proven water and utility leadership
Elizabeth served seven years on the Riverside Board of Public Utilities, a City Council appointed board, including service as Chair. The board helps oversee a municipally owned water and electric utility with an annual operating budget of more than $500 million. During her service

she also represented the utility on the board of the Gage Canal Company, a local agricultural mutual water company.
A decade of legislative and regulatory experience
Before joining the board, Elizabeth spent ten years with the City of Riverside as Riverside Public Utilities legislative analyst. She led the utility's state and federal advocacy, managed its advocacy teams in Sacramento and Washington, D.C., and led strategy with the regulatory agencies that govern water quality, energy, and air, including the California Public Utilities Commission, the State and Santa Ana Regional Water Quality Control Boards, the California Air Resources Board, and the South Coast Air Quality Management District.
She served on the legislative and governmental affairs committees of the Association of California Water Agencies, the California Municipal Utilities Association, and the Southern California Public Power Authority.
Public policy experience
Earlier in her career, Elizabeth worked in public policy and campaigns across California and on Capitol Hill in the U.S. House of Representatives, where her portfolio included health care, telecommunications, and programs for women and children. She was staff to the Congressional Hispanic Caucus and spent several years at the South Bay Labor Council working on workforce development and health care policy.
Born and raised in Riverside
Elizabeth was born and raised in Riverside, attended Riverside public schools, and earned a bachelor's degree in political science from California State University, San Bernardino, where she was a member of the university's first Model United Nations national championship team and Vice President of Pi Sigma Alpha. She is a graduate of the HOPE Leadership Institute.
Elizabeth and her husband have endowed the Monville-Sanchez Student Success Scholarship at Cal State San Bernardino. She has served on the boards of the Susan G. Komen Foundation, the Latino Network, Riverside Uptown Kiwanis, and the CSUSB Alumni Association. She and her husband are raising their two children in Riverside, where she volunteers at their school.
